Meaning of Tie
To bind. In a meeting , when an equal number of votes are cast in favor of and against the motion in question , there is said to be a tie and the chairman then is ordinarily entitled to a casting vote. An election is said to be a tie between two candidates when both of them receive the same number of votes. In case of a tie vote, neither candidate is elected and statutes in this behalf may provide for either settling the tie vote by the drawing or casting of lots or by holding a second election.
