Meaning of Comprehensive Zoning Plan

A general plan to control and direct use and development of property in a municipality or a large part of it by dividing the same into districts according to the present and potential use of the properties. Such a plan must be based on considerations concerning the common needs of the area and must be designed to accomplish as far as possible the most appropriate uses of land consistent with public interest and the safeguarding of the interests of the individual property owners.
