Meaning of Narcotics
A substance which directly induces sleep, alloying sensibility and blunting the senses, and which in large quantities produces narcotism or complete insensibility. The term includes marijuana. See People v Henry, 482 P.2d 357, 173 Colo. 523. Also People v Wilson, 148 Cal.Rptr. 47, 83 C.A.3d 982. uniform Narcotic Drug Act §1(14), also defines narcotic drugs to mean coca leaves, opium , cannabis , and every other substance neither chemically nor physically distinguishable from them, and any other drugs the importation , exportation, or possession of which is prohibited, regulated, or limited under the federal narcotic laws presently in force and effect , or any other drug which is defined as a narcotic drug by order of the state commissioner of health. In the formulation of definitions of narcotic drugs, the commissioner is directed to include all drugs which he finds are narcotic in character and by reason thereof are dangerous to the public health or are promotive of addiction- forming or addiction-sustaining results upon the user, which threaten harm to the public health, safety, or morals.
