It appears; it seems. The term is frequently used in law reports to introduce a statement by the court upon a point of law which was not directly decided by that court in that decision . Also, in order to introduce a point decided when it is not free from obscurity.
Semble Alternative Definition
(Fr. it seems). A term frequently used before the statement oi a point of law which has not been directly settled, but about which the court have expressed an opinion, and intimated what a decision would be.
