under the Railway labor Act a dispute arising out of the formation or change of collective agreements coverir . Rates of pay, rules or working condition or efforts to secure collective agreements where the dispute relates to any change of working conditions or rates of pay and the method of change is not provided in the existing Labor Contract then it is a major dispute, but if the method is prescribed but the dispute relates to the application or interpretation of the existing agreement then it is a minor dispute .
