Meaning of Initiative
The power of the people to propose bills and laws, and to enact or reject them at the polls, independent of legislative assembly . A right reserved to the people themselves to propose laws to be enacted by the legislature. Different from a referendum which is a right which the people have to approve or reject a law submitted to them for approval .
Initiative Alternative Definition
In French law. The name given to the important prerogative conferred by the Charte Constitutionnelle (article 16) on the late king to propose through his ministers projects of laws. 1 Toullier, Dr. Civ. note 39. See “Veto.”
