Concept of “Semper”

Traditional meaning of semper in English (with some legal use of this latin concept in England and the United States in the XIX Century) [1]: (in Latin) Always. Semper in obscuris quod minimum est sequimur: in things obscure we always follow the least obscure. Semper paratus: always prepared or ready; see TOUT TEMPS PRIST; 3rd Book (“Of Private Wrongs”), Blackstone’s Commentaries on the Laws of England 303. Semper praesumitur pro negante: the presumption is always in favor of the one denying.
