Meaning of Enrolled Bill Rule

When an act has been duly signed by presiding officers of a legislature in open session in senate and house , approved by the governor, and duly deposited in the office of the secretary of state , it is conclusively presumed that the statute is precisely the same as enacted by legislature. Nuces county v King, (Tex.Civ.App.) 35 S’. W.2d 385; and it is not competent, either by the journals of the two Houses or either of them, or by any other evidence to impeach such act.
