Etimology of Voluntarism

1838, “theory or principal of using voluntary action rather than coercion (in politics, religion, etc.), from voluntary + -ism. (Voluntaryism in the religious sense, as opposed to establishmentarianism, is recorded from 1835.) In philosophy, “theory that the will is the basic principle,” 1896, from German Voluntarismus (Tönnies, 1883).

Definition of Voluntarism

In relation to social issues, a meaning of voluntarism is provided here: people who work without monetary compensation to help others in their family, schools, communities, state, nation, and the world.

Voluntarism in Global Commerce Policy

In this regard, voluntarism is: one of the principles pervading the activities of APEC. By and large, participation in many APEC sub-programs and working groups is voluntary, as long as the end-dates for full trade liberalization expressed in the Bogor Declaration are met. The entries on trade policy are here. In practice, however, member economies find that it can be quite difficult to opt out of an activity when most of the others are willing to pursue it. The famous example is the APEC initiative for early voluntary sectoral liberalization (EVSL). Some APEC members have complained that in its pursuit of objectives like EVSL APEC came close to acquiring an adversarial negotiating environment resembling that of WTO tariff negotiations.
