Meaning of Special Taxes

A compulsory exaction which a taxing power may impose in addition to the general levy, such as road taxes; the term is used synonymously with special assessment and denotes taxes levied for a special purpose or to meet a particular public function the burden of which is imposed upon those who will benefit by the maintenance of such function.
