Epidemic
Concept of Epidemic
In relation to securing dangerous material (in case of crisis or terrorism) a meaning of epidemic may be outlined, in general regarding European law, as follows: The occurrence of more cases and fast spreading of a disease than would be expected in a given area or among a specific group of people during a given time period.
An epidemic is not a characterization of how many members or what proportion of the population is infected but is defined by how fast it is growing.[1]
