What does Botulism mean in American Law?

The definition of Botulism in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

An often fatal disease caused by eating food poisoned with the toxin of the bacillus clostridium botulinum. The germ is anaerobic, i.e., it flourishes only in the absence of oxygen, and thus is a serious modern threat in improperly canned goods. Hence there is a substantial amount of governmental regulation of commercial canning.
