The definition of Block Grant in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:
Any governmental grant which, instead of being made for a particular purpose, is made to another entity, especially a lower level of government, to be allocated and administered by it. The term is used especially to describe a federal community development grant to an organ of local government.
