What does Bilge mean in American Law?

The definition of Bilge in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

The lowest interior space of a ship, and what accumulates there, usually dirty and foul-smelling water. If combustibles accumulate on the surface of the water there can be a nasty explosion, so bilge is by law required frequently to be emptied, and constantly ventilated. By extension, any stupid and useless remark can be called “bilge.”
