These are taxes to meet the cost of local improvements. The cost to a municipality of putting in such services as water supply, sewer , storm sewers, etc. are apportioned and assessed against lands that abut and benefit the services. The policy of taxation of this nature rests upon the enhancement of the value of the properties resulting from the local improvement that necessitated same. See special assessment . The liability to pay the local improvement charges is not personal to the owners of the lands; their liability ceases upon their ceasing to be such owners, although the lien for payment remains against the lands. Local improvement Rates or charges are assessed, not in respect of work that will benefit the general public for the cost thereof is paid by the municipality at large from the general taxes, but only in connection with a work that will result in special benefit to the land to be specially assessed.
