Water in the tariff in Global Commerce Policy
In this regard, water in the tariff is: an expression used in the Uruguay Round negotiations on tariffication (the conversion of non-tariff measures into tariff equivalents), but of much earlier origin. Negotiators accept that such conversions can never be completely accurate because of legitimate differences about the impact of these measures and the methods to be adopted. There were cases, however, where countries offered tariff equivalents that were obviously inflated. The difference between what would be seen as a defensible tariff conversion and the one actually offered was described as “water in the tariff” or “dirty tariffication”.[1]
