United Nations Conference on Trade and Employment in Global Commerce Policy

In this regard, a definition of this issue is as follows: the conference held in Havana from November 1947 to March 1948 which considered the draft Havana Charter and made further amendments to it. The conference was preceded by three preparatory committee meetings. The first meeting, the first preparatory session for the Havana Conference, held in London in 1946, considered a draft of a Charter for an International Trade Organization (ITO). The second, a meeting of the drafting committee, at Lake Success, New York, in January-February 1947, resulted in the first full draft of a GATT, with language drawn mainly from the draft Charter. The third meeting, the second preparatory session for the Havana Conference, held in Geneva from April to August 1947, completed a further draft of the Charter for transmission to the Havana Conference.
