In this regard, trade negotiations between developing countries is: in November 1971 GATT members agreed to a waiver from the most-favoured-nation rule to permit developing countries to accord each other preferential treatment. Some fifteen developing countries availed themselves of this opportunity. These trade negotiations, conducted under GATT auspices, led to modest results.
