Subsidiarity in Global Commerce Policy
In this regard, subsidiarity is: a concept enshrined in Article 3b of the 1992 Treaty of Maastricht which postulates that the European Community should only take action in areas where it does not have exclusive competence if the envisaged objective cannot be sufficiently achieved by the member states acting alone. The subsidiarity principle appears to have implications for the formulation of European Community policy on aspects of trade in services, especially in areas where no fully developed common policy exists as yet.
