A directive issued by the European Community in 1989 which permits a bank authorized to operate in any member state, including subsidiaries of foreign banks, to operate in any other member state in fourteen defined activities, but only if it is allowed to do so by its own licensing authority. This includes traditional banking as well as underwriting of, dealing in and distribution of securities. The authorities in the host countries may not limit the activities of banks allowed to operate in this way even if their domestic banks cannot participate in them.
