The proposed achievement of hemispheric economic integration through the extension of Mercosur, first put forward by Brazil in February 1994 at an ALADI meeting. Brazil suggested that, in order to create SAFTA, Mercosur negotiate with ALADI members the elimination of at least 80% of tariffs and non-tariff barriers on trade in goods over the next ten years.
