Meaning of Royal assent
The royal assent is the last form through- which a bill goes previously to becoming an act of parliament. It is, in the words of Lord Hale, “the complement and perfection of a law.” The royal assent is given either by the sovereign in person or by royal commission by the sovereign himself, signed with his own hand. It is rarely given in person, except when at the end of the session the sovereign attends to prorogue parliament, if he should do so.

Meaning of Royal Assent in Canada
In this country (and some others), a meaning of Royal Assent may be the following: The act by which the Crown agrees to a bill already passed by Parliament or a provincial legislature. By convention this is a formality only (Constitutional Law of Canada, Peter W. Hogg, s. 1.10(a)).
