Concept of Resolution 1540

In relation to securing dangerous material (in case of crisis or terrorism) a meaning of resolution 1540 may be outlined, in general regarding European law, as follows: Resolution 1540 (United Nations Security Council – Non-proliferation of weapons of mass destruction 2004) UN Member States must impede non-State actors to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery. States have to control materials and their illicit trafficking.[1]
