Meaning of Prevention

(Lat. preveniato, to come before). In civil law. The right of a judge to take cognizance of an action over which he has concurrent jurisdiction with another judge. In Pennsylvania it has been ruled that a justice of the peace cannot take cognizance of a cause which has been previously decided by another justice. 2 Dall. (Pa.) 77, 114.

In relation to securing dangerous material (in case of crisis or terrorism) a meaning of prevention may be outlined, in general regarding European law, as follows: All medical measures, health or other actions (e.g. social, political, economic) that reduce exposure or other risks, prevent the onset of a disease or a health event or limit the development, exacerbation, and ensure its demise.[1]
