In this regard, a definition of this issue is as follows: used in the administration of antitrust laws for behaviour by a firm that is always against the rules. Per se rules have the advantage of setting a definite legal standard, and they are relatively cheap to enforce since it is only necessary to show that the conduct has occurred.
