Negative listings in Global Commerce Policy

In this regard, a definition of this issue is as follows: used in some of the schedules of commitments under the GATS. The entries on trade policy are here. In making a negative listing a country agrees that all service activities are covered by all provisions of the GATS unless it has listed them specifically as subject to some limitations on market access and national treatment. The advantage of this method is that all new services are automatically covered by the rules. Developed countries have used this method for their commitments on financial services.
