In this regard, national treatment instrument is: an OECD instrument. The entries on trade policy are here. It consists of the national treatment section of the 1976 Declaration on International Investment and Multinational Enterprises and the Third Revised Decision on National Treatment, adopted in 1991. The entries on trade policy are here. It requires OECD members to notify all their investment measures that are exceptions to national treatment. These notifications are examined at least every three years with a view to eliminating the measures. Members may notify measures of any other member if they consider that it is acting contrary to its undertakings. The national treatment instrument is therefore a strong promoter of non- discriminatory foreign investment in OECD countries.[1]
