In the second half of the Uruguay Round negotiations the United States proposed the conclusion of an MSA with coverage of subjects such as tariff reductions, the elimination of quantitative restrictions, subsidies, the imposition of anti-dumping measures, countervailing duties, etc., related specifically to trade in steel. Negotiations were conducted on a track separate to the Uruguay Round negotiations, and 36 countries took part in them. However, negotiations broke down in March 1992.
