Minilateralism
Minilateralism in Global Commerce Policy
In this regard, minilateralism is: a preference for conducting trade policy in the company of a few countries. No exact definition exists for “minilateral”. The entries on trade policy are here. It definitely describes a relationship that is more than bilateral, but less than plurilateral which, of course, is equally inexact. The Quadrilaterals, however, would fit the bill well.
