What is Governmental Instrumentality?
A definition of governmental instrumentality is: Any agency constitutionally or legislatively created. More details on the Encyclopedia. For purposes of the doctrine that federal agencies or instrumentalities are immune from special assessments by state and local governments, a governmental instrumentality is that which performs an important governmental function.[1]
