Legal Usage of Elaborate in English

An European Commission document offers the following explanation about the misused of Elaborate :To elaborate means ‘to work out carefully or minutely’ or ‘to develop to perfection’. It does not mean to write something up. It is possible, though rather unusual, to elaborate a strategy, but not a document.
