Definition of Direct Democracy Instrument in the context of the United States election law: Method by which citizens can participate directly in the political decision making process. It may take one of three forms: 1. Citizens voting on a public policy proposal originating from somewhere outside the legislature (referendum); 2. Citizens setting the agenda by originating a public policy proposal themselves (initiative); 3. Citizens requesting and voting on the early termination of the period of office of government personnel (recall/ vote of no confidence).
