The titles were very numerous, all derived, however, from comes-stabuli, and the duties were quite similar in all the countries where the civil law prevailed. His powers were second only to those of the king in all matters relating to the armies of the kingdom. In England his power was early diminished and restricted to those duties which related to the preservation of the king’s peace.
