Awarded for purpose of making injured party whole; are measured by pecuniary injuries. See Mass. Bonding & Ins. Co. v U.S., 352 U.S. 128, 77 S.Ct. 186, 1 L.Ed.2d 189. Includes loss occurring to property , necessary expenses, insult, pain, mental suffering, injury to the reputation and the like. See Giant of Va. Inc. v Pigg, 152 S.E.2d 271, 207 Va. 679. Sometimes called actual damages .
