Concept of Basel Convention

In relation to securing dangerous material (in case of crisis or terrorism) a meaning of basel convention may be outlined, in general regarding European law, as follows: Basel Convention – 1989 – UN – Regulates the ‘environmentally sound management’ (ESM) of hazardous and other wastes during their whole life-cycle. Parties inform each other of transboundary movements. Accidents are communicated via national focal points. Not applicable to radioactive waste.[1]

Basel Convention in Global Commerce Policy

In this regard, basel convention is: Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal. The entries on trade policy are here. Adopted on 22 March 1989 under the auspices of the United Nations Environment Program (UNEP). The entries on trade policy are here. It entered into force on 5 May 1992. The Convention aims to reduce and control the international movement of hazardous waste and to ensure that these wastes are disposed of in an environmentally sound manner. Its two trade-related provisions state that (a) the parties have the right to ban the import of hazardous wastes, and (b) they may not export to or import hazardous wastes from non-members of the Convention. In September 1995 the parties decided to amend the Convention to include a ban on the movement of hazardous waste for recycling from developed to developing countries starting on 1 January 1998.
