What does Agrarian mean in American Law?

The definition of Agrarian in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:

Pertaining to land, and by extension to farming and rural matters, e.g., “agrarian reform” which usually means redistribution of rights in land so as to benefit the poor, especially by cutting up and distributing large estates, or by seizing them to be held in common by larger groups.

In Roman Law, the “Agrarian Laws” referred to those laws passed throughout Roman history providing for the allocation of public lands (especially those acquired by conquest) to the Roman people.
