Agenda 2000 in Global Commerce Policy

In this regard, a definition of this issue is as follows: the European Community financial reform plan for 2000- 06 aimed at strengthening European Union with a view to receiving new members. The strategy identifies three main challenges: (a) how to strengthen and reform the Union’s policies so that they can deal with enlargement and deliver sustainable growth, higher employment and improved living conditions for Europe’s citizens, (b) how to negotiate enlargement while at the same time vigorously preparing all applicant countries for the moment of accession, and (c) how to finance enlargement, the advance preparations and the development of the Union’s internal policies. The strategy foresees major changes to the Common Agricultural Policy since the envisaged eastward enlargement could lead to an increase of 50% in European Community agricultural land and a doubling of the farm labour force.
