Advance ruling in Global Commerce Policy
In this regard, advance ruling is: binding advice by a competent authority on the legality of an action or its impact before the action is taken. For example, Article 509 of NAFTA requires the customs administrations of member countries to issue promptly a written advance ruling on its tariff treatment of a good before it is imported.
