In international law, “adherence” technically describes the act by which a state accepts or joins a treaty originally made between or among other states. It is often used more loosely, to include also the act of becoming an original party to a treaty. There also used to be a distinction between “adherence,” which meant accepting only certain specified portions of a treaty, and accession, which meant becoming bound to all of it, but it is doubtful that that distinction is still widely recognized.
