The definition of A-95 review in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:
Review administered by the Federal Office of Management and Budget pursuant to its OMB Circular A-95, the purpose of which is to assure awareness and comment by both governmental and private interests which might be affected by federally funded or facilitated real estate programs.
