Substantially-all-discrimination criterion in Global Commerce Policy
In this regard, a definition of this issue is as follows: the GATS permits the establishment of free-trade areas in services under certain conditions. One of these is that the other partners to the arrangement must be given national treatment in substantially all the sectors covered by the agreement. The term substantial is not defined further in the GATS.[1]
