Meaning of Pauper
One who has no means and is altogether dependent upon charity.
Pauper Alternative Definition
One so poor that he must be supported at the public expense. A person who, being unable to support himself or herself and his or her children, applies to the public authorities for relief, becomes by so doing a pauper. 159 111. 500. 12 Mete. Etimology of Pauper

1510s, “person destitute of property or means of livelihood,” from Latin pauper “poor, not wealthy, of small means” (see poor (adj.)). Originally in English a legal word, from Latin phrase in forma pauperis (late 15c.) “in the character of a poor person,” thus allowed to sue in court without legal fees.
