Legal Usage of Project in English

An European Commission document offers the following explanation about the misused of Project:We sometimes find ‘project (of)’ used with the meaning of ‘draft’. It is more common in working documents than in published reports, but some cases filter through into the Official Journal.

Example

‘A number of technical and editorial amendments were also introduced to define the scope of some provisions, to make the wording of the Directive more explicit and more consistent with the wording of the project of Regulation on placing on the market138.’
