In Spanish law. A generic term, applicable to the mass of the property belonging to a state, and the administration of the same. As a science, it is defined by Dr. Jose Canga Arguells, in his “Diccionario de Hacienda,” to be that part of civil economy which teaches how to aggrandize a nation by the useful employment of its wealth.
