In this regard, a definition of this issue is as follows: the question of the relationship between a country’s trade policy, the impediments it faces to its export aims, and need to service or repay borrowings obtained sometimes a long time ago. Progress on this question is likely to be slow, partly because it would force trade ministries and ministries of finance to cooperate more closely than they sometimes seem to like.[1]
