Substantial cause in Global Commerce Policy
In this regard, a definition of this issue is as follows: under some of the trade agreements negotiated by the United States, such as the free-trade agreement with Jordan, safeguards action may be taken when increased quantities of imports are a substantial cause of serious injury, or threat of serious injury, to domestic industries.
