Precautionary principle in Global Commerce Policy
In this regard, a definition of this issue is as follows: this refers to Principle 15 of the Rio Declaration on Environment and Development. The entries on trade policy are here. In the Cartagena Protocol on Biosafety it is called the precautionary approach. Trade negotiators sometimes simply refer to precaution . The principle states that where there are threats of serious or irreparable damage [to the environment], lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation. The precautionary principle has been incorporated in, inter alia, Article 5.7 of the Agreement on Sanitary and Phytosanitary Measures. See also rebuttable presumption and trade and environment.[1]
