European Communities in Global Commerce Policy
In this regard, european communities is: a term created with the adoption of the Merger Treaty (Treaty Establishing a Single Council of the European Communities) in 1965 which created, among other institutional changes, a single Commission of the European Communities. The Commission unified the bodies administering the European Atomic Energy Community, the European Coal and Steel Community (ECSC) and the European Economic Community. These communities continue to exist as separate legal entities. The entries on trade policy are here. Article XI of the Marrakesh Agreement Establishing the World Trade Organization refers to the European Communities as a member of the WTO. This is because there were doubts at that time whether the European Community had competence over matters falling within the ambit of the ECSC and the Atomic Energy Community.
