What does Budget mean in American Law?
The definition of Budget in the law of the United States, as defined by the lexicographer Arthur Leff in his legal dictionary is:
A document showing predicted income and expenditure-amounts, sources, and applications-for a determinate period of time, usually one year. Any entity, even a family, may choose to formulate a budget, but businesses almost always are forced to do so by the demands of rational operation, and governmental units are too, by that, and usually also by statutory compulsion.

Budget Definition (in the Accounting Vocabulary)
The New York State Society of Certified Public Accountants offers the following definition of Budget in a way that is easy for anybody to understand: Financial plan that serves as an estimate of future cost, REVENUES or both.
United States Tax Concept of Budget
An itemized listing of the amount of all estimated revenue and the amount of all estimated costs and expenses that will be incurred in obtaining the revenue during a given period of time for a business. A budget is typically for one business cycle, such as a year.
Legal Usage of Budget Line in English
An European Commission document offers the following explanation about the misused of Budget Line:’Budget line’ is used so often that it has begun to sound right. However, it does not exist in English in the sense in which it is used in the European Union institutions. Furthermore, even within European Union terminology, there is no consensus as to what ‘budget line’ actually refers to (some say ‘budget heading’ and some ‘budget item’), which is already a sign that it should be handled with care. The dictionary definition of ‘budget line’ is ‘the alternative combinations of two different goods that can be purchased with a given income and given prices of the two goods’, which is quite a different matter.
Example
‘Three budget titles in this policy group are almost exclusively managed by three corresponding Directorates General (DGs) of the Commission. These are DG and Culture (DG EAC) for budget line 15, DG Communication (DG COMM) for budget line 16 and DG Justice, Freedom and Security (DG JLS) for budget line 1835.’
