This may once have referred only to the legislative portion of the process of enactment of a statute, i.e., the portion prior to the executive’s role, but it is now also used synonymously with enactment. Hence, “date of adoption,” when said of a statute, ordinarily refers to the date upon which the whole process was completed and the statute became law.
